I believe that you are correct as I have tried to delete temporary server
files before and the system indicated that they were being used by another
application/user and I was not connected. Maybe R:azzak can chime in and
shed some light; if it was changed by design it would be nice to have a
solution to the problem created, if it was changed by accident it would be
good to have it back to the was we think it was. I would report it to RBTI
but I am not sure if it is a bug or a feature...

I would assume the answer is "no", that a counter is being incremented by
R:Base at CONNECT time and decrement when a correct DISCONNECT takes place.
But I could be wrong, and R:Base could be consulting a counter maintained
the
operating system -- in that case the count would decrement when the machine
was
shut off.

That's interesting, although I don't know how to do it.  But even there you
could clobber a second session running on the same workstation, or a session
running on another machine logged in to the same account, so it wouldn't be
foolproof.  Ideally, files in use by any existing session of R:Base would be
non-deleteable.  That's how I _think_ it used to be, although I'm not
certain.
