Ben, I can think of one thing. I ran into something similar when I accidentally set up a user with a prior version that did not support a particular feature I had used in a new form. I can't remember what the feature was now, it was a year ago. When that user, who had design priveleges, modified the form, it cleared the features that it didn't support. In my case, it was a "working copy" of the database, used for training, testing etc., so it was no big deal. So check to see if everyone with design priveleges is on the same release (or that they're all accessing a server install with the -a option.)
FYI - Group bar item component ids were introduced in update 79. So if a user with a release prior to 79 opened the form in design mode....
