Doug, This was a problem a while ago and has to do with Windows blocking. Below is a copy of Paula Stuart's note to me. Following this outline worked fine.
Have you tried re-downloading with the XP security off? Have you checked the PROPERTIES? By Right clicking on one of the help files (after they're downloaded? They should all say that the application is HTML Compiled Help and at the bottom of the Properties box check to see if you have a button that says "UNBLOCK". If it's there, click it to unblock the file. I had to unblock each file individually. I'd also recommend deleting all the .chm files before you re-download rather than just writing over the old files.
