They may add some strength and stability, but it's a pretty inefficient way to get there. Think about the bike mag cliche of "laterally stiff yet vertically compliant." The double top tube adds stiffness much more efficiently in the vertical plane than in the lateral plane. Just thinking back to the moment of inertia through a cross section of the tubes.
And I don't know how many of the people buying a Bombadil are going to go full throttle through rock gardens, where they would really care about adding strength and stability. Hasn't the rallying cry for many of us steel lovers on lists like this, "a normal tubed steel bike works great for most everything"? Although I have to admit that wouldn't sound that great printed on a T shirt. Eric who notices no lack of stiffness or stability in my Gunnar Crosshairs, even on some rough singletrack.
