One common bit of advice is to do away with the floating upper pulley.
Many swap them (saves buying a new set of pulleys).  I haven't tried
this myself.  

What I did that worked for me was to stop friction shifting Hyperglide 8
and switch the shifters onto a 7spd Hyperglide bike.  That works well
for me.  The gears seem farther apart, giving me more room for
adjustment.

Jan Heine seems to be of the opinion that friction shifting Hyperglide
works much better with Campagnolo rear derailleurs than Shimano.  While
I don't dispute his observation, I believe the only differences between
them can be the floating pulley, not present on the Campagnolo, and
possibly the two may move different amounts for a given amount of lever
travel; I can see how that might make it feel different and possibly
make it easier to shift cleanly.  It wouldn't take much, since 7 and 8
spd aren't spaced all that differently, but to me they feel much
different.
