Patrick: I have a Nitto 14 rack, which doesn't support panniers (at least in theory). Were I touring, I'd definitely get a proper rack and slap on some panniers (so many great choices!). I've been using saddlebags (either carradice or Baggins) for the past 15 years. Now, I'm interested in knowing how the load feels in a saddlebag versus a trunk bag. (I've heard rumors that a load in a trunk bag offers less-than-ideal ride quality.)
