VO's do come with leather washers, though they're not great ones. Leather washers should be installed at a point where the fender itself touches frame (chainstay/seatstay mounts, under fork crown). I think what cuts down on noise the most is that they're properly installed and secured. Having a front rack mount for the front definitely helps secure the front. The perceived noise I believe comes from gravel/very-tiny-rocks that may bounce around. Rock on metal is louder than rock on plastic. David Chicago
