Erl, this sounds exactly like what I experienced with my Ram last year. I took it to my LBS and they confirmed that the inner surface of the arm had worn and would never seat properly. They ordered a new Sugino left crank arm and installed it. I think the arm itself was surprisingly inexpensive, around 20 bucks IIRC.
