I spent considerable time researching whether the HAR would play well with Lone Peak panniers, and came away with a no-go. I loved the idea of running the HAR in conjunction with the Nitto mini front rack, but it's too highly optimized for the Riv bags. I briefly considered going with Riv bags, but that connection is just too janky, even for me. Like you, I want the option of easy on/easy off, and the Irish strap option doesn't check that box.
Interesting that the Ortlieb's work. I consider Ortlieb's overbuilt for my purpose, but it may be worth another look. I think the Arkel rails might be worth looking into, especially if you can get them in a short version or cut them down. The rail on the HAR is very short. But the Arkel system in general is rock solid.
