The "Randonneur" (Alex's) / 26" (Ben's) with the straight tangs will clear 650b + fenders, with room to spare.
With the straight tang, it is intended to mount to eyelets on the front of the fork ends, not reach around to the rear eyelets. The upper attachment points are versatile; use any Nitto rack stay to reach whatever brake stud/eyelet/clamp works on your bike.
