A second top tube provides an added canine safety feature if: You have dismounted and are using the bike to block a charging dog. The extra TT makes it that much harder for the dog to leap through your frame and latch onto your leg , especially if you have two waterbottle cages and a frame pump on the bike! I'm joking of course.
