The last year or two there have been at least three very detailed Japan 
tour journeys posted at crazyguyonabike.com .  Definitely have a look if 
you have not already checked them out.

Not sure if it is rider preference or indicative of Japan as whole, but 
frankly I was somewhat surprised that even in the more rural areas of Japan 
the journals all reported well paved, well maintained roads.   Not sure you 
will find much gravel.  

Actually, not all that surprising.  Japan is a densely populated, advanced 
and prosperous nation that appears to put a lot of emphasis on 
infrastructure.
