Perhaps the original poster might consider a dirt drop-style of bar, these being designed for a high position, with very, very shallow drop.
Myself, I've tried many dirt drops, only to find that my left palm cannot tolerate a hook that isn't perfectly parallel to the ground -- a positioning that such bars don't allow, they being designed to have the ends of the hooks slanted toward the rear dropouts. But I'd love to find a shallow drop bar that can be set at 2" above saddle with hooks at saddle height for the default off road position, if only the ends didn't have to be slanted.
