I have this rack on a couple of bikes, supporting a large Carradice 
Longflap saddlebag on both, and I fastened the struts at the rear dropout, 
as that's where the mounting eyelets are located (I also think it's more 
aesthetically pleasing to have them mounted there). Both bikes have 
braze-on fittings on the seatstays for the horizontal struts, and I find 
that when those struts are fastened they make the rack completely rigid
