As others have said, it is generally *not* a good idea to drill out a frame 
and especially not a fork blade. If you are creative and patient, you can 
probably find ways to route the cable that do not involve drilling.

The one possible exception (but ask Rivendell or an experienced 
framebuilder before you proceed): if you have lugs with windows, that is 
probably a safe place to drill because the hole would be reinforced by the 
lug. I took this approach with my Atlantis, but I had to add reinforcement 
stars to get in and out of the fork.

Don't forget to consider drainage!
