If the frame fits you well then 7cm should be the right stem for drops or Albastache. Yes, you want them a good bit higher than saddle because the curves really get you out there over the front wheel. The distance is similar to riding the hoods on a dropbar, but you have to create the height of hoods with a tall stem.
