A tight link can be the cause of skipping issues, but I think it's unlikely given that the most common cause of tight links is the process of joining a chain by inserting or re-inserting a pin. The OP makes reference to "a second power link" being used to splice in the extra chain links, making me think that the chain is joined only by power links and thus a tight link wouldn't be expected.
