I found this on a bikeforums thread 6. The grips have to be pushed all the way onto the handlebar, you can’t let them hang off the end. The leather end plug is sandwiched between the end of the bar and a flange on the end cap. If you don’t have them pushed on all the way, the leather plug will shift and rotate. Also, the end cap needs to be in firm contact with the handlebar to support the spokes and leather rings properly.
