It's got two shorter leather straps cinched up to Vivo saddlebag loops.  
(designed to work with the loops on a B-17)  It hangs higher and more nicely 
than the other one I have, which is a single longer crosswise strap which goes 
through the saddle rails.  (visible in the older pics of my Rambouillet when it 
had black saddle/bartape/bag instead of white and tan)  Thus:
