I think the cable arrangement is fine the way it is. Putting brakes on the chainstays attracts gunk; keeping them on the midstays and running the cable up top would, I think, detract from the pretty line along the toptube. Where it's situated now with the frame-pump stop envisions the brake wire hidden alongside the pump.
