How about Taconic State Park - Rudd Pond (just north of Millerton, NY), followed by Bash Bish Falls State Park further north?
(I've been to the former, but not the latter.) You can take the Metro North train to Wassaic, and a good portion of the route from Wassaic to Rudd Pond to Bash Bish is on the Harlem Valley Rail Trail.
