I did this to a nearly new Pasela - http://www.flickr.com/photos/jimg/426821648/ and then wore it out. Daubed a smear of zap-a-gap onto the sidewall hole and tread hole and didn't have another problem out of it. Now, I did check it from time to time, but it wasn't a big issue. Tire patch material is relatively soft stuff. Not sure that would have much longevity as an outer layer. If the tire fails, the tube will push through the casing of the tire. You'll see a bubble appear before the tube blows.
