That is a Kashimax Five Gold top tube protector. They are specifically made for kierin racing bikes in Japan. It was left over from my track days, and I found it again while looking for a part to build the AHH. It's kind of a neat design. It's basically a thin metal cuff that is imbedded in clear silicone. You just pull it open and wrap it on the tube. I've had it for years and paid what I thought was a princely sum then of $25. I had an off list inquiry on the same thing so I looked online to check availability. Seems they are a little more proud of them now at $50!! Cheaper than a repair/repaint for sure, but the same protection can be had with some left over bar wrap for almost free. I only chose to put it on because the M bars are just at the right level to smack the TT in a fall. I expected plenty of opportunity to do just that on our trip...but managed to avoid any unplanned get-offs. Knocks on wood.
