Best solution is to take the cork from a bottle of wine and trim it so it gives you the proper spacing. Then just drill it so you can use a screw/nut of the proper length. On the SKS fenders, you may have to remove the metal tongue that is meant to hook over the tube between the stays and avoid using a screw if my memory serves me well...
