I'm a bit confused by your question.  I don't understand where the
pinch point is?  Is it between the brake and fender, or between the
tire and the fender?  I have had better success with single pull
brakes, which sit a bit higher than modern dual pull and therefore
leave a bit more fender room.   Also center pulls leave more fender
room.  The new Paul's Racer Ms, are pricey but offer an optimal
combination of clearance and power.

Plastic fenders generally offer a bit more tire clearance than metal
ones.  I can only put 28 mm tires under my 43 mm Honjos on m
Rambouillet, and found that my 1984 Trek 620 offered just about the
same clearance.
