The issue has been settled. My Betty needed a 26.8mm post, so last Saturday I drove it up to RBW, tested a Nitto S-83 in 26.8 and it fit snuggly and perfectly. Quite snuggly, I must say, since I had tightened the collar bolt so much so the 26.6 wouldn't slip. I widened it slightly but still, the fit is quite snug.
With the 26.6, as soon as I'd loosen the bolt, the whole seat/seat post would collapse all the way down. None of my other bikes/seat posts do this. I don't know what the tolerances are with the Taiwanese frames, or for that matter, between a 26.6 and a 26.8 in terms of a steel bike seat tube/collar.
