Note that rolling resistance can well be due to tire quality, tho' I've heard that bigger tires, all else equal -- and it' usualy ain't, roll better than smaller ones -- that's the fundamental reason for 29ers. But then of course, a 700c wheel will also roll better, conditions as stated, than a 650B.
I must say that my 559 and 571-wheeled Riv roads roll better than any 700c bike I own but that is, I am sure, due to the higher quality -- more supple, mostly -- tires. But if I ever get 28 mm GB Cypreses or whatevertheyarecalled for the Herse, watchout.
