One thing you might do is call around to local powder coaters and ask if
they might have a color run you could throw them into. You'd want to prep
the metal and mask the threads yourself, but it could be pretty inexpensive.
But, honestly, unless they were some early steel Campy or Bullseye cranks,
it's probably not too cost-effective.

You could use a spray enamel to prevent more rust.   Again - pre-prep and
primer is helpful. I've found auto detailers or parts stores are pretty
helpful at recommending specific paints.
