Those are what I used. They fit a 2.1 tire underneath. But I didn't check out any other offerings. Just purchased the PB and went with it. So something may be better.
Never loaded my Fargo up too awful much, but after about 25 to 30 pounds in the back, the front end did become a bit light and wanted to wander on some climbs. Again, that could be influenced by the fact I'm a heavy rider (230 or so) and that affects handling more than weight of bags, IMO. (That's from experience with the Fargo, Kogswell and a couple of other bikes I no longer own.) Will admit to having some seller's remorse over the Fargo, it was a nice handling bike. But just kept making me do silly long off-paved road riding, which is not good for my hand conditions.
