Maybe try a 650b conversion on one of his current bikes? He wouldn't get Hetres on it, but maybe the GB Cyprès<http://www.compasscycle.com/tires_gb_650_32.html>would fit. If he likes it at that point, he could then commit to getting a bike built for 650b and already have the wheelset and brakes ready to go.
