That's the best way to tell, and that's one of the benefits of steel. 
Unless you suspect something happened to bend it, it's probably just the 
angle of the photo. And a bend by itself isn't bad; a crack or separation 
from the fork crown would be, but you should be able to see paint damage 
from a crack.
