I have the same shifter and experienced the same problem but they were on the down tube of the bike. It wouldn't make the click and wouldn't stay in the cog. I tried everything to get it to work, I finally just gave up and decided I had an eight speed instead of nine. At the time I kept thinking there is something wrong with these shifters. This year, I went with the Albatross bar, I decided not to buy the retrofit pods for the shifters, since they didn't seem to work, and instead bought the Dura Ace Bar End shifters.
What a world of difference. True bar ends work like a charm. Right from the get go, installed them and they shifted up and down, with no problems what so ever.
