I live in a bike-aware area, so your situation may well be different... I lean towards visibility over noise. A blinky headlight is a pretty good start for motorists turning across your path of travel and is pretty small/cheap. It's more of a prevention than a reaction.
For a horn to be effective, both you and the motorist need to react.
