Murphy's Oil Soap is excellent for cleaning cork tape. I'm trying to remember if I ever actually used it for cotton...don't think so.
Clear (as opposed to amber) shellac will give you a different "feel" to the tape, but will definitely seal it better, while not changing the color as much as amber.
