Murphy's Oil Soap is excellent for cleaning cork tape.  I'm trying to 
remember if I ever actually used it for cotton...don't think so.

Clear (as opposed to amber) shellac will give you a different "feel" to the 
tape, but will definitely seal it better, while not changing the color as 
much as amber.  

There are a number of previous threads which talk about how many amber 
coats result in what type of color, and of course the Newbaum's page on the 
Rivbike.com site gives a good visual reference for swatches with both

Great thing about bar tape is the ease with which you can remove it, if the 
results aren't to your liking.
