Stephen's got it.

It's not the fork's width that's the issue, it's the distance from the 
dropouts to the fork crown that limits the size of tire on a Ram.   

Mine Ram is a 60, yes it's a 700c bike.   The 650b Hetre is just a tad 
shorter than the 700x28 Ruffy Tuffy, but not much at all.   

When I switched to the longer Tektros: the front brake was right at the 
right length all the way down, but it's the rear, because of the angle, 
that ends up 'a hair' too short still.   A little bit of filing, not a lot, 
in the slot takes care of that.    (Note: I did switch to salmon pads, not 
the original black ones, little bit different profile).  

The thing that I liked, was that I had it fendered w/ the 32 on the rear 
(the front was close, so I had a 28 up front); I left the fenders in place, 
swapped wheelsets, and it fit about right... has a bit more clearance in 
there, but the fender line was good (at least, good enough for me). I did 
tweak it a little, but, that was more because...  

One thing I ended up doing, not related to the swap, but needed to do 
anyway:  

My fenders are aluminum ones from VO.  I like them, a lot.   But, the way 
the struts mount, is with a single daruma;  at slow-speed turns, sometimes 
my toe would slide down the fender and catch on the daruma.   Not bad, 
didn't cause a wreck or anything, but, was annoying.  I noticed the 
Berthoud struts use a pair of screws/nuts, offset off of the center, and 
sit much more flush w/ the surface, aren't as proud as the daruma.  So, I 
switched to using a Berthoud strut w/ my VO fender;  solved the toe-catch 
by eliminating the daruma.  I've still not trimmed the struts at the 
dropout, I wanted to make sure I left them long enough to handle the 700c 
tires, too.  But they do need trimming, for appearances sake.
