I just read the Riv Reader (thanks!) and answered my own question. Queue 
epic tension building music. "In a world ruled by engineers, who decides if 
the size of the tire is based on the rim or the outer diameter of the tire? 
No one. Such things do not matter to engineers and they rule the world. So 
they shift whilly-nilly and 603 suddenly stands between 650 and 700. Is all 
hope lost for the commoners? No. In a quiet hamlet near San Francisco 
(where the Golden Gate Bridge amazingly measures a span less than the body 
of water it crosses*) a steel clad retro-grouch rises from the measuring 
stick ashes. GP (whose brain measures a greater volume than his skull**) 
gathers a small band the confused but willing (whose numbers greatly exceed 
the hoards they oppose***). Will it be enough ... to save the world?"   

*(Golden Gate bridge measured in millimeters, body of water measured in 
inches)

There. That's my cognitive therapy for the month. Possibly year. Whichever 
is bigger.
