Jeff, I have a 64 cm Ram with a VO Randonneur Front Rack with Integrated Decaleur and a Lone Peak H-100 "Alta" Handlebar Pack. I used P clips for the rack. The bag is standard height. This works for me because I have STI and can't read the map case without my glasses.
