IIRC Camp Pendleton also has a mandatory helmet requirement, in addition to 
the ID.  OTH, if diverted onto I-5, it's generally between Harbor Blvd in 
Oceanside and Las Pulgas, where the old highway is next to I-5 & accessible 
without going on-base.  Don't recall the distance but have been diverted a 
few times & haven't found it too bad a ride.  A bit noisy but hugely wide 
bike lane.  The Marines are pretty good at routing you through or around 
whatever they may be doing.  A plus is snagging a photo of your bike 
leaning against the sign "Tank Xing".
