There are a lot of great paved roads. Highway 1 is good from Muir Beach to... well, it's good from Muir Beach to past Fort Bragg, certainly anywhere north of Muir Beach that you'd get to in two relaxed touring days is good. I'm a fan of Fairfax-Bolinas Road, Panoramic Highway is great, Ridgecrest is classic and wonderful. You'd probably get better info about the Old Railroad Grade (which is not paved) from people who live north of me, but my sense is it's so rocky that it's probably no worse in the rain than in the sun, so that could be a way to get away from the tedious line of Marin suburbs that you have to ride through to get to the good stuff.
