"How is that better than a derailler?" Excellent question. The spring is tons stronger. With a derailer you have exactly the same chain slap properties as you do on any geared bike. With the Paul the spring is burly so you have a lot less slack and slap. "What tensioner do people use who don't want to spend $90 on the Paul?" Try ebay. Used and new.
