My experience is that any odd error you get with Windows 7 is definitely related to security.
Right-click the exe in Explorer and select Run as Administrator. Try to start a Cygwin terminal as Administrator to do command line work (assuming you are using Cygwin). I have no choice but to run RStudio and R via Run as Administrator; they just won't work otherwise. I set up shortcuts to do this and pinned them to my toolbar. Ditto with Visual Studio.
