Both chargers will charge a battery to the same level, the difference is 
how long each one takes and/or the quality of the transformer used in 
the charger.  Given that our tanks use multiple, relatively large 
gel-cell batteries and we generally charge them in parallel, you should 
always choose the charger with the higher amp rating.  I routinely 
connect eight 26+ AH batteries to my 10amp charger for overnight 
charging ... a 2amp or 4amp charger would never be able to handle that 
load in the same time period.  In fact, with that many batteries 
attached, I use the 2amp setting as a "trickle charger" (each battery is 
only seeing 250ma of charge current).
