Start with the main chassis and hull. The best material to use is wood. Easily manipulated and cheap to buy. Can be made water proof with thinned out resin, can be painted, drilled, cut and shaped by hand if you have to.
Decide on what tank you want to make. Buy yourself a 1/35 model or get a free papercraft model online and go from there. go over all your measurements 5 times before you cut. I suggest using a 3d cad program such as google sketchup...Its free. Or just draw it up the old school way with paper and pencil. You can buy pre made systems that come with a wireless camera and monitor. Just search the web. And remember, your tank will only go as far as your money will take you. The rest we can help with.
