Hi Chrys,
Just an idea here. I don't know how close the tolerances are between the hull 
and wheel or drive gear that is going on the outside, but if using some body 
filler doesn't fit the bill, maybe you could try something like a liquid rubber 
coating by applying it on the surface from the outside. You would have to 
temporarily insert some type of a filler from the inside (that could be removed 
after the liquid rubber coating drys), but you would probably need to apply it 
in some real thick coatings. The type I am referring to is not hard to find in 
hardware stores. They use it for coating tools, so it should in theory, adhere 
to the metal hull on your tank. I guess the good thing about using it would be 
that it would be real easy to repair it if it gets worn or torn. 
Just an idea...

It really has to be some sort of skin like cap there that corresponds to the 
wall of the hull.  There are ball bearings behind this gap.
