It's the governments budget. I don't think the rollers would last very long at all, they look like the wheels on my lawn mower. Also the braking system looks a bit exposed and the drive system doesn't look all that reliable. After all, aren't our tanks notorious for their reliability? (And the fact that we have guns that fall out and pop themselves back in and kill other tanks.)
