At that size  one option would be timing belts.

The negative is timing belts can get  expensive but if you are lucky you 
could find one to the  correct length  so you would not have to make a join 
which might make the price  acceptable.


the other thing is they would be harder to wrap around wheels at that  size.
 
i was thinking, if he didn't need all of the road wheels and could get them 
 in line with one another, i would consider putting blocks on the inside of 
the  track with a groove notched into them to accept the road wheels, this 
way  he wouldn't have to worry about guides at that scale. and yes, i would 
think of  doing away with the suspension as well.
 
the only downfall with my idea is if it runs out in the dirt, the grooves  
may fill in and the wheels could ride out
