I'm not quite sure what jurisdiction you are in, Patron, but wearing
my (English) lawyer hat I would comment:

1. If you are building a gun-firing tank, then you are building a
weapon rather than just owning one, which may require a different
licence.

2. If it kills or injures anyone, it's almost certainly illegal
(except in Texas).

3. Don't ask the police- they never claim to know anything. But they
will come round and check for any possible offences- breathing without
a licence, causing a disturbance of the police, etc.

4. You could ask a local lawyer but what I'd do is to ask whatever
government department around your way licences guns, or proofs them.

5. You want to trust your life and that of your friends and neighbours
to home-made wiring? Interesting to wonder what happens if you get a
bit of interference, say from a police radio (see 3. above) which
causes your tank to shoot someone (see 2. above).

6. The bank robbery idea is good, but it'll probably be quite a slow
getaway. Also aiming may be a problem and you should pick a bank with
very low counters.

7. Insurance? Guess!

In the UK incidentally, paintball guns count as airguns.
