ok, so what is a "tank"

Accordingly to the current rules it is any fully tracked vehicle, so that means 
an M113 is a tank, and would be stratecially an excellent choice as its only 
750mm long at 1:6 scale, and can be armed with 40 shots due to variations that 
exist with a 75mm canon. 

But what happens when its used as a support vehicle, its still 4 shots to kill, 
even though it has piddly ~25mm aluminum armor?

I think perhaps better to leave the rules like they are.

I know what would be simple , a tank takes 4 shots to be destroyed ,

I do realise that Frank would have considered all of this at the
process of dreaming up these rules. the rules have worked perfectly
well so far ,to my knowledge at least.
And I will say that a 2 hit tank can only loose 500 of those all
important points per visit to the battle field . Moreover it is often
not greatly harder to land 4 shots on the side of a hull than it is to
land 2 , if a good positioned is reached. So there from a points point
of view, there can be an advantage being a 2 hit tank .
My original comment was purely for a rule simplification as people do
come to battles not knowing the rules.
