This thread seems to have got in a bit of a muddle. To straighten it
out I'd like to say Hi Ian! and welcome to the group. There are as you
say a number of tankers in the UK, of whom I'm the nearest (in Surrey)
and then we have a couple in the Manchester/Stoke area, some more in
Chelmsford, and various others still building.

As you will already have gathered, this is very much a do-it-yourself
hobby and your tank if/when you build it will be very much a one-off.
I suppose the best advice is to start with something simple like an
artillery piece and work up to a tank with rotating turret, but since
no-one in the history of the universe has done that I'm sure you'll
want to start with a tank too. Tiger I is a good choice as it is big
(lots of space for the motor etc) and we don't have one in the UK.

Some basics: unless you have a shed full of motors, paintball markers,
and rc gear it will probably cost you at least £600 to build this
tank, and take 2 years to finish it (or 1 year if your shed also
contains bench saws, lathes, etc etc). You need a car to transport it
around. There's a lot of good advice out there,and we're keen to get
new members.
