For a comparison to COTS (commercial off the shelf), I just picked up a store demo Lenovo gaming system with similar specs from Microcenter for $750. It plays WOT at max settings with a 40FPS frame rate. Of course that was for the box only, no monitor, kb, mouse, or power cord.
